Dayton objected to this bar’s liquor license renewal. Now they have an agreement to make changes.

The City of Dayton has approved a “good neighbor” agreement with a bar in the Hillcrest neighborhood that may lead to the withdrawal of its liquor permit objection.

The city and Front Row Bar and Grill at 2412 Catalpa Drive have entered into an agreement that seeks to minimize issues related to noise, crime, safety and trash.

Under the agreement, Front Row Bar said it will work with neighbors if they complain about noise coming from the business.

Front Row also agreed to provide Dayton police with advance notice of any special events it plans to host. Front Row stated that it will not operate as a “nightclub” and will not host independent promoter events.

Front Row also agreed to provide adequate numbers of security staff to operate safely, including uniformed guards on Friday and Saturday evenings.

The City of Dayton’s attorney has recommended that the Dayton City Commission withdraw its objection to the business’ liquor license renewal. The commission is expected to have a first reading of the resolution calling for the action today.

Dayton police have responded to multiple incidents at the business since 2017, according to police reports.

In May, a 40-year-old woman told officers she was assaulted by her ex-boyfriend at the bar. The woman said her ex threw a drink at her and put her in a headlock.

The prior month, a 30-year-old man was stabbed during an assault at or outside the bar, a report indicates.

Also in April, a woman who was involved in an altercation inside the bar claimed she was followed to the parking lot by multiple women who assault her.
