Investigators said Jobes was "so far impaired by alcohol (he) cannot drive safely," WDEL reported.
He was also cited for reckless driving, WDEL reported.
Jobes did not comment to WDEL. The city's human resources department said it was a "personnel issue" and did not further comment.
