In the documents, officials said that Vo was a member of the United Cyber Caliphate, an online group that pledged allegiance to ISIS and vowed to carry out online attacks and cyber intrusions against Americans.
The documents allege that Vo joined the group in 2016.
Investigators said the group used the internet to post the names, addresses and other personal information of 3,600 Americans who live in New York. The group also posted photos calling on its followers to help kill Americans on its "kill list."
Officials said Vo worked to recruit others to join the group and created videos promoting extremist ideologies between April 2016 and May 2017.
Vo also went by the aliases "F@ng," "SyxxZMC," "Zozo," "Miss.Bones," "Sage Pi," and "Kitty Lee."
Vo is charged with one count of conspiring to provide material support to a designated foreign terrorist organization, which carries a maximum sentence of 20 years in prison.
