The powder tested positive for heroin, the Cape May County Office of the Prosecutor said in a news release.
The incident took place Friday at the Shore Family Success Center in Rio Grande, WPVI reported. A mother called police after her son found a bag of white powder in his trick-or-treat bag.
Officials urge parents to be cautious of any suspicious looking or unfamiliar packaging and baggies that are found in their children's treat bags, even if it is handed out at a community event.
